Dialogues with the Partner Countries

The BMBF has initiated a series of structured research policy dialogues on sustainability-related subjects ("D4S") with the emerging economies Brazil, Russia, India, China and South Africa (BRICS). On the initiative of the G8 countries (Heiligendamm Summit in 2007), guidelines and ideas for national programmes, scientific and technological cooperation, and international research dialogue are being developed in cooperation with important emerging countries. The most important cooperation partners are Brazil, Russia, India, China and South Africa.

    Brazil

    Research for sustainability is an important aspect of the German sustainability strategy. Given the global dimensions of many sustainability-related challenges, research for sustainability needs to be linked to international policies and international sustainability research. In this context, the Federal Ministry of Education and Research (BMBF) has proposed the establishment of a dialogue on research for sustainability with Brazil to develop a joint strategy for long-term research on sustainability issues.

    Russia

    In April 2008, the German Federal Ministry of Education and Research (BMBF) and the Ministry of Education and Science of the Russian Federation (MON) agreed to explore the possibility of establishing a bilateral dialogue on research for sustainability. The dialogue rests on an assessment that the time is ripe for a partnership based on mutual interests in a sustainable future, both nationally and globally. Both Russia and Germany face the challenge of combining economic growth with sustainability and agree that research provides answers to global challenges.

    India

    India and Germany are strategic partners with a long standing tradition in Science and Technology cooperation. During her visit to India in 2008, German Federal Minister of Education and Research Professor Annette Schavan signed a joint declaration of intent on cooperation in the field of sustainability research with Minister Kapil Sibal. Energy, land use, water and waste management are the priority topics jointly identified for future intensified science and research cooperation. The Indo-German Programme on Science for Sustainability is coordinated by a Joint Working Group (JWG).

    China

    In the past, Germany and China have developed a good tradition of cooperation in research, science & technology (STC). Official science & technology relations started more than thirty years ago. In the future, Germany would like to develop strategic alliances and collaborations with China in sustainability-related research. Thus, the BMBF and MoST agreed to start a dialogue that is supported by research institutions and economic players of both countries in order to develop the basis for long-term and strategic joint research for sustainability.

    South Africa

    Because of its excellent university system and its large number of research institutions and commercial companies with research departments, South Africa is seen as the "gateway to Africa" when it comes to research and technology. It is also one of Germany's most important cooperation partners on the African continent. Based on their long-standing science and technology cooperation, Germany and South Africa have initiated a policy dialogue on future questions of ecological sustainability and the related demand for science, technology and innovation.
