Russia

In April 2008, the German Federal Ministry of Education and Research (BMBF) and the Ministry of Education and Science of the Russian Federation (MON) agreed to explore the possibility of establishing a bilateral dialogue on research for sustainability. The dialogue rests on an assessment that the time is ripe for a partnership based on mutual interests in a sustainable future, both nationally and globally. Both Russia and Germany face the challenge of combining economic growth with sustainability and agree that research provides answers to global challenges.

The Dialogue for Sustainability between the Federal Republic of Germany and the Russian Federation draws on the agreements of the heads of states at G8 summits and the existing cooperation in the framework of the Intergovernmental agreement on Scientific-Technological Cooperation (1987, 2009), the Joint Declaration on a Strategic Partnership in Education, Research and Innovation (2005), and more specifically, the Bilateral Agreement between the German Federal Ministry of Education and Research and the Russian Ministry of Education and Science on Cooperation in "Innovation strategies and technologies for sustainable environmental protection and the efficient use of natural resources" (formerly known as "Water Research and Environmental Technologies" (1994).

In March 2009, the German Federal Ministry of Education and Research (BMBF) and the Ministry of Education and Science of the Russian Federation (MON) agreed to establish a bilateral dialogue on "Research, Technology and Innovation for the efficient use of natural resources".

The dialogue rests on an assessment that the time is ripe for a partnership based on mutual interests in a sustainable future, both nationally and globally. Both Russia and Germany face the challenge of combining economic growth with sustainability and agree that research, technology and innovation provides answers to global challenges.

The parties to the dialogue established a bilateral Joint Working Group which met on 11 June 2008 in Bonn.
